Japan's residential property market is the most data-rich and least data-accessible in the world. Public records exist. Risk information exists. The infrastructure to surface it for a foreign buyer has not, until now.

Japan's pre-demolition asbestos survey has been legally mandatory since April 2022. The survey is required. The site-level risk data to prepare for it has not existed — until now.
The Yudane asbestos risk tool covers 1,360 residential districts across all 51 municipalities of Fukuoka Prefecture, scored from 31,184 building transaction records using Japan's documented regulatory thresholds: 1975, 1990, 2000, and 2006.

Beta tool — open access. Data is derived from MLIT transaction records and construction-era regulatory history. It does not substitute for a certified asbestos survey (一般建築物石綿含有建材調査者). Results are indicative; field verification is required before any demolition or renovation work begins.

This paper presents a district-level construction-era asbestos risk index covering 1,360 residential districts across all 51 municipalities of Fukuoka Prefecture, derived from 31,184 building transaction records from the MLIT Real Estate Information Library. Using Japan's documented asbestos regulatory thresholds — 1975, 1990, 2000, 2006 — five-tier risk scores are assigned to individual buildings and aggregated to district level. To the authors' knowledge, this is the first publicly available asbestos risk overlay at district and property resolution for any Japanese prefecture. The full dataset, pipeline, and analysis code are released openly.
